Background

The Seventh Framework Programme for Research (FP7) is a funding programme by the EU for security research striving for the goal of a more secure Europe for its citizens and infrastructures. The risks posed by crime and terrorist groups acquiring chemical, biological, radiological or nuclear (CBRN) materials require coordinated action based on an all-hazard approach preventing and detecting such cases. The responsibility to respond to CBRN threats mainly lies with the Member States. However, the preparedness varies not only between countries, but also according to the chemical, biological, radioactive or nuclear threat involved.

In order to develop innovative security solutions, facilitate their rapid take-up for the implementation of security policies and programmes, and to build up a network of EU CBRN laboratories, one topic of the work programme for security is the standardisation of CBRN detection and identification described in SEC-2011.5.4-1. The aim is to develop common and/or comparable methods, procedures and protocols for the detection, analysis and identifictaion of CBRN substances allowing a significant comparison of results from different laboratories and operators within Europe.
